Lakes Manapouri and Te Anau, in Fiordland National Park, became the center of a major controversy after the New Zealand government offered their water resource to an overseas aluminum smelting consortium for electricity generation. Although the scheme proceeded, the lake levels were not raised as originally proposed. Rather, government sought guidelines to optimize hydroelectric potential while maintaining ecological stability of the vulnerable, largely forested, glaciated lakeshores. Guidelines were derived by relating the vegetation zonation to the natural lake-level fluctuations recorded daily for 37 years. Ahigh operating range in the upper third of the lakes' natural ranges, based on flood tolerances of the woody shoreline species, restricts both duration and frequency. Alow operating range (ca. lower third) safeguards stability of shoreline sediments by limiting drawn-down rates, duration, and frequency. Themain operating range (ca. middle third) has few limitations. These guidelines, which allow utilization of ca. 93% of the water resource, have now been verified by instances of flooding and draw-down rates that exceeded the natural rates recorded earlier. The guidelines were officially accepted by the government in 1977 as a basis for managing the valuable multiple resources of these two lakes and their environs, and they were formalized in legislation in 1981. Marine product collecting permits are useful management tools for providing information on usage patterns. Unfortunately, usage parameters based on permit issuance are invariably inaccurate because of permit noncompliance. Since noncompliance is a prosecutable offense, any attempt to estimate the rate of noncompliance by direct survey techniques is met with misleading and evasive responses. It has been shown elsewhere that randomized response designs reduce survey response bias to incriminating questions by ensuring respondent anonymity. With the use of the randomized response survey technique, estimates of permit noncompliance were determined for the Capricornia Section of the Great Barrier Reef Marine Park. Noncompliance with the requirement to obtain the prescribed permit was found to be low whereas, once a permit was obtained, noncompliance with specific permit conditions was considered high. Reasons for the high rate of noncompliance with specific conditions are presented, and it is recommended that marine park managers should not unreservedly base management decisions on usage data derived simply from permit issuance.  相似文献

Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question.  相似文献

External threats to the environmental integrity of Glacier National Park, Montana, USA, fit into three categories: adverse land use practices adjacent to the Park, air pollution, and water pollution. This article identifies and evaluates the laws that Glacier National Park officials might rely upon to protect the Park against these external threats. The article also assesses the available scientific information relating to external threats, and it identifies additional information needed to establish a legal basis for challenging the threats.  相似文献

Backcountry campsites were studied in three desert vegetation types (pinyon-juniper, catclaw, and desert scrub) in Grand Canyon National Park, Arizona. Relationships between amount of use and amount of impact were examined within each vegetation type. The area disturbed was small, but impacts were generally severe. Important impacts were increased soil compaction and associated decreases in infiltration rates and soil moisture content; these were substantially more pronounced on high than low use sites. The only impact parameter that differed significantly between vegetation types was core area. The types of impact identified are similar to those found in the coniferous forests studied elsewhere, as is the logarithmic relationship between amount of use and amount of impact. However, Grand Canyon sites can support more visitor use before reaching near-maximum levels of impact for important impact parameters.  相似文献

Park design principles are proposed on the basis of consideration and analysis of rare plant species in Great Smoky Mountains National Park, USA. Rare species richness can be used as a simple measure of preservation success. A semilogartihmic species-area model for the Smokies was used in this analysis. Species richness would increase logarathmically with expansion of the national park area. An analysis of the relationship between species richness and the distribution of geologic and topographic features in the national park was also reported. An asymptotic relation was documented for the accumulation of newly recorded rare and endangered vascular plant species in the Smokies region up to 1978. Several multiple regression linear models predicted rare vascular plant species richness in Great Smoky Mountains National Park from area and topographic variates.Preserve design criteria can be based upon species-area, environmental gradient, and natural features distribution patterns for the specific taxa and biogeographic region under consideration. In addition, natural history characteristics for particular vulnerable species must be assessed. Rather than concentrating on the preservation of undocumented immigration and extinction processes, preserve design should be directed towards protecting geographic components and gradient patterns characteristic of a region.  相似文献

Balancing recreation and conservation is an important issue in Canada's parks and protected areas. Increased levels of visitation to parks, especially to backcountry areas, create undue pressure on natural resources, resulting in a variety of ecological impacts. This paper illustrates the issue of visitor-induced changes on the chemical composition of soils in Mt Robson Provincial Park, British Columbia. Soil samples were collected from dish wash stations and fire pits (disturbed sites) at seven campgrounds located along two popular backcountry trails, and were compared to samples obtained from adjacent undisturbed control sites. Analysis of soil samples suggest that the lower amounts of aluminum, potassium, magnesium and sodium in many of the 'disturbed' samples can be related to intense leaching in dish wash stations, and can be attributed to frequent disposal of waste water from washing and cooking activities. Soils in wash stations generally had higher phosphorus, copper and zinc contents as compared to controls. Soils in fire pits were elevated in copper, relative to controls. Results of this study support park regulations that waste water disposal and camp fires be restricted to designated areas. Informing the public of scientific studies helps them understand the consequences of their activities; this may help persuade them to observe park rules and regulations.  相似文献

本介绍了影响北京地区沙尘天气的沙尘源地,沙尘暴发生的条件和传输路径,分析了沙尘暴源地的气候要素特征及其对北京地区沙尘天气的影响,说明了北京沙尘天气发生和加剧的原因,影响北京地区沙尘天气的境外源地主要位于哈萨克斯坦,俄罗斯以及蒙古国境内,境内源地主要位于内蒙古和新疆,以及甘肃和青海的部分地区,沙尘天气发生必须具备三个条件:沙源,大风,气流辐合(垂直对流),有沙源不一定起沙,但无沙源一定不起沙,沙尘暴源地的气候特征主要表现为冬季寒冷,夏季炎热,全年降水稀水,影响北京的沙尘传输路径,最主要的有两条,即西路传输和北路传输,北京沙尘天气与沙尘暴源地的春季降水比较结果表明,北京地区沙尘暴和浮尘天气发生次数与沙尘源区春季大气降水量有比较显的负相关关系,北京扬沙天气的发生与沙源区冬春季降水量相关关系不显,说明北京扬沙天气起因与源区降水没有明显的关系,北京扬沙天气主要受本地的自然条件和人为活动的影响。  相似文献

Benefits-based management seeks to provide recreation benefits for recreation participants by managing the physical environments in which recreation occurs. This study investigates the relationship between benefits desired by visitors and the physical, social, and managerial characteristics of settings that facilitate realization of recreation benefits. Data such as perceived benefits from recreation experiences, setting attributes that significantly influenced perceived benefits, and sociodemographic variables were collected from 376 visitors to Sorak-san National Park in the eastern part of the Korean peninsula. Cluster analysis was used to group visitors' desired benefits into 12 domains: relationship with nature/scenery, escaping pressure, learning about nature, family togetherness, introspection, exploration, autonomy/achievement, being with friends, leading others, skills/learning, risk taking, and meeting/observing new people. Multiple regression was used to link benefit domains with the characteristics of settings. The social attribute of recreation settings was linked to eight of the ten benefit domains. There were two statistically strong multiple regression correlations: (1) between domain of “relationship with nature /scenery” and the attributes “forest/water,”“attractive nature,” and “facility/maintenance” and (2) between the domain of “escaping pressure” and the attributes “attractive nature” and “social.” The results of this study are useful to managers in their efforts to provide recreation opportunities for visitors to achieve beneficial outcomes.  相似文献
